Mark Oppel is the Chief Executive Officer of Oppel Professional LLC and provides innovative legal and business advice to entrepreneurs.  He leverages two decades of progressive experience as a Senior Business Military and Civilian Attorney within the Department of Defense and U.S. Army.  

Mark guides clients in critical decision-making on complex statutes and regulations to deliver proven results, simplify processes, increase profitability, and enable business relationships with the Government.  As an expert in government acquisition, federal compliance, and litigation, Mark applies strategic yet practical thinking to help clients succeed in the government and commercial marketplace.  Mark’s practice is focused on Entrepreneurial Business Law, Government Contracts including FAR and non-FAR contracts, Business Formation and Development, National Security Law, Cyber Law, Military Law, and FOIA.  

Mark continues to serve in the role of Lieutenant Colonel in the United States Army Reserves as a Senior Legal Advisor for United States Strategic Command in Omaha, Nebraska, where he provides national security law advice on strategic deterrence and cyber, space, spectrum, and nuclear operations. This experience provides a unique and global perspective to his clients.
Recently, Mark served as a Supervisory Partner at United States Army Futures Command where he was responsible for advising on the creation of the legal framework for the Army Modernization Enterprise; the U.S. Army’s quest to modernize its fleet, equipment, and capabilities for future conflicts.  There, he oversaw legal advice to an Army command representing 27,000 Soldiers and civilians in over 20 locations nationwide; and he led a dynamic team of attorneys responsible for advising on the Army’s acquisition process including FAR and non-FAR contracts, the Army’s Artificial Intelligence Task Force, the Army’s Tech Protect mission, and Federal employment law.  
Mark has served as lead attorney on the Army’s complex and high-profile cases through his military career.  Previously, he oversaw internal legal operations at the Pentagon, working with the Office of The Judge Advocate General to analyze high-level government contract, fiscal, and labor decisions.  As Litigation Partner & Attorney with the Army Legal Services Agency, he litigated and resolved multimillion, high-profile contract cases. His litigation skills and in-depth knowledge of government contracts and environmental and regulatory compliance law saved the Army $40M in one settlement alone.  Mark also served as legal advisor to a Pentagon-led investigation into the shipment of live anthrax throughout the world, receiving personal recognition by the Deputy of Secretary of Defense and the Assistant Secretary of the Army for Acquisition Logistics and Technology for his exceptional work. 

Mark holds a Master of Laws in Military Law from The Judge Advocate General’s Legal Center & School. He received his Juris Doctor from the University of Oklahoma College of Law and his Bachelor of Science in Business from Oklahoma State University. He is licensed to practice law in Texas, Oklahoma, and Missouri.  Mark has received extensive training throughout his military and legal career, including advanced courses in fiscal and contract law, national security law, intelligence law, federal litigation, and federal employment law.

Born on a wheat and cattle farm in Western Oklahoma, Mark involves himself in as many outdoor activities as he can, from fishing, hiking, hunting, and golfing. Mark is a dedicated to being a soccer dad, supporting his church, and helping entrepreneurs succeed in their ventures.  He has a passion for world travel, experiencing new cultures, wine tasting, and spending time with his wife Sarah and his four sons, Kilian, Zachary, Luke, and Owen.
